Luxray! I just love this Pokemon. I started doodling him and it ended quite good so I decided to color. XD

Woooooow.... I'm sorry, but thats one of the worst faces I ever saw drawn by you....
Sorry, I'm a bit negative. Ok well, now, by having a closer look at it, I just recognize whats good and bad about it...

+ The fur. It actually looks like original (because most pokemon with fur don't look like they really got one.)
+ Pose. Cool pose, good anatomic fitting, well done legs and paws.
+ Lighning bolts. They look quite cool... have got a lil' glowing effect, even if that one is not affecting the shading, fitting to pose and face.
- Eyes. They don't actually look like ones, just flat and without any third Dimension. More and more intense shadings, placed all around them, making them look like they are in holes.
- Body. Is it female? Or male? Whatever of those both, Luxray has to be not looking sleek and half starving, but strong, with broad shoulders and so on. It makes them more believable, more realistic, they alwas have to be like lions, strong, proud, still fast and agile, so draw them with more love to the muscles.
-Shading. The basic shading is okay, but you have to think of surface irregularities and the lighning bolts, they are glowing and producing light, too! Futrthermore, to make the effect of them stronger, add a dark atmosphere, that would surely look wonderful.
- Muzzle. Always the same, don't think I've got anything more to say about that point...
- Legs. The legs in background are to small.

Those are the mistakes I always have. XD And I tried a black background but I just suck at BGs and I left it after so many tries. lol I'm sorry about that.

I can only remember your muzzle problem...
The atmosphere is not jus about the background. You can make it look dark by dimming the light source and creating soft shading. Just try several things out^^
