And I have the full version of SAI! I don't really think the updated version of SAI was even released yet ;; w ;;

Edit:
i think I realised you were asking about the floating color/tools/layers tab, You can do this in any SAI just go to the SAi folder find the misc file, scroll down till you see pop up panels and just type "1" where it says "Pop up panels="

Someone gave me this SAI, and Buying SAI or not doesn't give you these features the baby blue is probably from Windows 10 all my tabs are blue when selected and you can do the pop up panels in any version of SAI I suppose ;;;
and it's okay it's not bothering at all! . w .<3333
