Julian was dead?

He'd be a duskull.
This happened, and thus it prompted a drawing a duskull Jules.

Back when Julian had still been with Alastor, there had been plans for him to kill himself in an attempt to be reborn as a ghost type. Obviously, the tragedy in this was that Julian would fail, and simply die; however, I had developed a Ghost-type variation for fun. If Julian had been reborn a ghost, he’d have been a Duskull, and probably have haunted a dreary, death-filled place, fueled by his own jealousy.

In my “universe” a ghost type must have a reason to come back, ie unfinished business. It is almost always tied to an extremely negative emotion and thus, the ghost is driven by that emotion and cannot rest fully until that “hole” has been filled.. doing whatever they needed to do to fully satiate that feeling.

Julian, having been afflicted with Jealousy, would not “rest” (ie. die permanently) until he controlled everything, and of course, he wouldn’t ever be able to do that.
