Description      This is the follow-up I took to the first Nazjatar Panorama screenshot.  This one includes a fathom ray in the foreground to give an idea of the kind of wildlife that can be encountered in the Nazjatar Region.  I had actually wanted to post both of my screenshots of the home region for the naga back on Feb. 28, Tues..  The reason for that being in HP Lovecraft's Cthulhu Mythos, February 28, 1925, was supposed to be when artists around the world began having dreams about Cthulhu and his otherworldly home city of R'lyeh.
Nazjatar could be considered both the Atlantis and R'lyeh of Warcraft and the world of Azeroth.  The Kaldorei Empire spread across much of the supercontinent of Kalimdor and Zin-Azshari was the most advanced city of that time as the capital city of that empire.  The empire of the night elves fell and most of their settlements were destroyed because of the arrogance and recklessness of the Highborne in connection with the Well of Eternity.  The supercontinent of Kalimdor was shattered into smaller continental landmasses and the glorious capital of the night elves was swallowed by the newly formed Great Sea.
N'Zoth's bargain with Azshara the the surviving Highborne that followed her was only thing that saved them from a watery grave.  The void powers of the Old God transformed the elven Highborne into the serpentine naga.  Azshara and her followers had a new chance at life and N'Zoth now had a new group of minions that he could make use of.  Both groups had gotten something they needed out of the Faustian pact.
I still consider it plausible that the naga migrated east and slightly south to the location of N'Zoth's prison.  That would have been where Azshara decided to test her new powers and those of her people by performing a grand spell where all of the naga linked their powers with their queen which allowed her to pull a large section of their old capital city to the area above N'Zoth's prison where they would construct their new capital city of Nazjatar.
My two panorama screenshots of Nazjatar could reflect that scenario but also reflect the primary chapters in the history of the naga.  The Ruins of Zin-Azshara reflect the naga's past as Highborne night elves along with the society and culture that they originally came from.  The buildings and architecture of Nazjatar reflect what the naga became with the society and culture that they now have following the War of the Ancients and the Sundering.  These pictures can easily sum up the past and present for their entire race and species.
Nazjatar can be looked upon like Atlantis in how it rose and became a magnificent city as Zin-Azshari that served as the capital of a mighty empire.  As powerful and prosperous as it was, arrogance and recklessness proved its undoing which lead to the Great Sea swallowing it.  The naga capital of Nazjatar could be viewed as Azeroth's R'lyeh in regards to how it became an underwater metropolis of otherworldly architecture populated by sea monsters with the prison of a malignant eldritch being located beneath it.  This is similar to how R'lyeh is supposed to be the citadel/prison of Cthulhu and populated by his starspawn.  A number of Deep Ones connected to the creature Dagon might also regard this submerged city as their home.
I still like to believe that there can be playable naga at some point down the road.  A possible scenario would be a group of naga finally coming to terms with the fact that Azshara does not care about the wellbeing of her people and throws their lives away without a second thought.  This large group then decides to abandon Nazjatar and their uncaring queen to make new lives for themselves.  One of two things would then happen from here.  The first possibility is the entire group would join the Horde because of their people's connection to the blood elves and nightborne.  The other possibility is that it would play out like the pandaren where each individual naga would decide which faction to join depending on whether they feel more aligned to the night elves or the blood elves.
