It's true. Tails actually has 2 hammers. One's from the Game Gear game "Tails' Adventures" and the other is from Sonic Advance 3 when you teamed Tails up with Amy.

Forgot about those games. I never played Sonic Advance 3, but I've played "Tails Adventure," (In Sonic Adventure DX) and I found the hammer item in it.
