You can install medibang paint pro its completely free, it's also super useful if you're gonna use bases.

1) What software do you need to color/edit with? (Software for Windows, please.)
2) How can I remove the big 'Free' sigh through the middle...?
3) This is really cute Wish i Could use, but I only have Paint.. I bet i need Photoshop...

A useful program to color is Paint Tool SAI. Sorry, I can't find a link to the website, but i'm sure if you search you'll find it
To remove the big 'Free' sign, click on the download button located next to the picture.
