Yes, his hair colour is, in fact, black (he's 3/4 Japanese) but for whatever reason he dyes his hair blonde.

I'm not the biggest fan of Ken's new look but this looks way more legit because your ken actually resembles ken in his face.
Definitely the best SFV Ken I've seen so far.
