This is a request from of Starscream getting the crap beaten out of him by Megatron.Sorry I didn't include the chains, but I tried to make it a lil dominatrix-y for you since you wanted it kinda slashy.
The title is from a joke my friends and I have. I was explaining how I hated it when girls scream when the power suddenly shuts of in school, and my friend walks in right as I say, 'I hate it when they scream..." meanwhile holding up an exacto knife from working on a project.

Poor Starscream...I`m sure, half of his life must have been not very pleasant (ditto for Megaron). But well, he should have left at the right time...

Megatron's expression is terrifying. This is likely the reason why Starscream wouldn't be as great a leader for the 'cons...he doesn't quite have the sadistic side that Megatron has, and he lets his fear show.
To be fair, though, I'd be scared out of my mind too. Did he cut(or rip...)off Starscream's wings??
