Yes, this is a reference to the popular Bert and Ernie "meme" or whatever you wanna call it.

I know that this joke is sooooo old but I've been wanting to make anothe FlutterDash comic and I originally had wanted to make a more sentimentally cute comic but this will have to do until I come up with more ideas for Equestria Girls comics.

Personally when I portray Rainbow Dash, I don't like depicting her as being a jerk towards Fluttershy like Hasbro seems to do a lot (still bugs the crap outta me), but I guess this is somewhat in character for Rainbow Dash in terms of her personality in the series. This is also kind of major irony because Fluttershy wants Rainbow Dash's opinion on her outfit but she's too focused on staring at her cell phone screen when she should be looking at Fluttershy. Pay attention to Fluttershy, Rainbow Dash!!! Also, I suppose Fluttershy's reaction is a bit out of character but I felt like it would be a lot funnier if she reacted like this instead of getting upset, especially considering that to me Fluttershy's one of those characters who's cute even when she's annoyed/angry.
