ForQuack was probably talking about how wonderful Ducks are and got on chirp's nerves, so she shut him up and hes whining about. and poor Peep is just an Innocent bystander to the whole thing.
Honestly, I'm not really doing Requests right now, but when they asked for this I just couldn't help myself. I love this show and have wanted to do human versions of these three for forever.

hmmmm, I Β want to say Rarity = Quack. Annoying, self absorbed, but good and generous on the inside.
Chirp = Apple Jack. Honest, caring and always ready to help.
and Peep would be kinda a mix of Twilight and fluttershy. Caring, but not scared of everything, and always wanting to learn something new.

Somehow in my view Quack will be Rainbow Dash and Rarity combine, Chrip is kinda like Twilight sparkle, Peep will be kinda Pinkie pie-ish and a bit Fluttershyish but not the shy and timid part.
