Dunno exactly these two would ever meet.

I don't think there's any official CAPCOM game canon
and/or
timeline that ever states exactly how much time passes between SFA and SF3.

It is known that SF4 is supposed to take place between the SF2 and SF3 times.
I have not yet played through SF4,
so I have no idea why Sakura would still be in school at this time,
(or if the game story even goes into it).

I do remember that in Elena's SF3 ending
(in NG and 2nd Impact),
she is shown to be wearing what looks like the same school uniform that Sakura wears.
So I figured that she just went to the same school as Sakura
and reasoned that Elena may be a Freshman, while Sakura is a Senior......
with Sakura just wanting to get into another tussle before graduation.

Sakura: "I challenge you!"
Elena: "Me!?"
Sakura: "Call me Sempai! Shunpu K---*UMFF*!"

Or something like this, who knows....
Anyway,
this is actually an unfinished pic, I do intend to add a little more to it and color it.
