Honestly, I do not know. It's whichever one works best for you. You can use photoshop, gimp, fireworks... just don't use MS paint unless you've found some magical way to get transparency on your edges.

You can fill it pixel by pixel, though I usually select the inside of the border, and use a hard line brush.

*select using the magic wand, so that you only draw inside the border, not on top of it.

Well, what kind of border do you want to make? What do you want the pattern to look like? What sort of shape? You have to choose a pattern that repeats in a way to allow it to link up at the corners properly.

You can make them with brushes, I suppose. But, it's not very clean. It's better to do them pixel by pixel, since the image is so small.

Hmmm, I myself am a huge fan of symmetry. But it's all up to personal preference. It looks really good. I like the pattern you gave to it, in teh background there. Trippy.

Nvm, I figured it out. But one thing- I'm having trouble making it all looks the same on all the sides. Does that just come with experience or is there some way to figure that out better?

Usually, I use math. If I'm using a particular pattern, where the length of the pattern is, say, 5 pixels for a complete cycle, then I mathematically figure out how many iterations I will use, and how I will position them so that I can link up my corners.
