Description
A derpy gif I made from scene in season 1 episode 9. Re drawn as a vectors, facial expression/eyes changed, colours changed (she was in a darkend room in this scene). see the rainbow dash one which this is based on:[link]

I use avidemux video editing program to select the section of video I want and export it as jpegs (one of the option when you save)

Then import about 1 in every 3 frames into inkscape, trace and make any changes I want (this program is great for recolouring):

Then export the frames (usually as a single image as a posed to single frames as this solves a lot of odd issues you get from exporting 1 frame at a time)

Then I open the exported image in the gimp, and copy each frame into a new image, set the frame speed (by naming the layer "Frame 4 (80ms) (replace)" for example).
You can skip the inkscape step if you wanted to and you could probably use photoshop instead of gimp if you wanted. Each of the above steps probably has a detail guide on the web in much more detail than I can go into here but the above is a basic outline of the how this can be done.
