Description I liked Gear 4 well enough. It's cool. I guess people's expectations on Oda creating something so creative like a completely revamped usage of Luffy's power. Accelerating blood flow, inflating bones, and now this! So I guess expectations were bound to be beyond reason. The week break before the next chapter release certainly didn't help either.
I'm bringing all of this up because I think some people weren't happy with the design when they initially saw it. But I liked the design when I saw it. I admit I wasn't sure how I felt about the tribal tattoo look on his chest but it's grown on me.  Otherwise I like the round shape, the dark outlines around his eyes, his humongous arms, tiny feet (One Piece characters should seriously stop skipping leg day), and of course the slight change in the way the haki limbs were drawn brought the whole look together. 
Also, I should mention that I intentionally didn't draw Luffy's sunflower coat and replaced it with a dark blue one...I don't really have any proper reasoning beyond that I didn't care for that coat very much.

Great work!  I think Oda's designs for all Luffy's gears are all unique but I really like gear 4. I think that the tribal tattoo comes from the gomu gomu no mi fruit, and shows that gear 4 is the ultimate use of Luffy's devil fruit powers. At least, that's how I see it

Thank you! I think the designs are all pretty unique too. But their functions are what really makes me love them. I always interpreted the tattoos as just the haki being drawn in a ''primal'' pattern. Pretty fitting considering how Luffy has been naming a lot of his attacks after wild animals like Red Hawk and Elephant gun. And that he is MONKEY D. Luffy. But I didn't notice that the tattoos DO resemble the signature devil fruit swirls.  If that is the case, I think it was highlighted in the anime. Which did the transformation SPECTACULARLY!

Perhaps it's both? I mean, in gear 4 Luffy looks like a monkey. Well, more like a gorilla with those enormous hands, but anyway. In anime they probably highlighted the devil fruit swirls, like you said. I don't know how it was in manga, since I mostly just watch One Piece

Yeah, I noticed how they did that. Placing the Gum Gum fruit behind his swirly tattoos and thought that was a very nice touch.  A very nice que taken from the traditional anime transformation handbook. 
And the manga depiction was cool, it only really just stuck to him inflating his limbs followed by the big reveal.
I think the anime handled the scene better than the manga. Which is something that I'm glad they managed to do.
