This particular painting or stencils generally? It's almost always apraypaint over stencils. The stencils are made from photos worked over in a graphic program like photoshop or gimp by separating the colours. There are several ways of doing this. You could for instance play with the "threshold", find a value you like, print out the result and cut out either black or white, voila: a stencil. If you do this in several layers with different values you can colourise these layers, maybe in diferent grey tones, and spraypaint These after another.
This particular piece had three layers of which I painted two and left out the "white".
There should be several tutorials on the Internet. Feel free to ask though.
