Well, that depends on the verse you're moving in...Β
I rather take the Megamix-/Gigamix-verse over the original, because it has a more "grown-up" flair to the story. This is also the verse I base my Robot Master-arts on in general.
If you take Shadow Mans personality from there, you can say he's a very loyal, cool, collected and calm personality with a great and strict sense for duty and fairness. He's a rather no-nonsense person and tries to remain calm and not loose control over his emotions, neither in battle nor in daily life. He really lives up to the way of the ninja.
Unfortunately he isn't as good in controlling his emotions as he wants himself to be and can have a quiet a temper when you know where to bush the right buttons.Β
Of course, I could say more about him for I do a lot of character-analysis in general and I like the Megaman verse (no matter of Original, X, Dash or what) just as much as I like Transformers, but that summs it up for a short version.

If you take the original games, like Megaman 3, Super Adventure or Battle & Chase: There he still lives up to the ninja-theme, but has a more radical personality. His sense for fairness is not developed as far and he tends to cruelness at times. Another quirk of his in that verse is his likes for setting up traps and playing pranks to other people. Shadowman in that verse is less caring and loyal, also a bit focused on himself and his achivements.
The last verse would be the Archie comics, but I can't say too much about this yet, because I'm neither american nor english and we don't have as many issues out here, yet.
The only verse I can't count seriously is the american cartoon-series they once did. He had a few appearances Β in there, but they messed up most concepts of the game in that series anyway.
