Um, well. The first Ross got it through TM but later I realized it was not good enough so I used that raichu to breed the current Ross. So, technically both but I'd say in comic, TM.

Heh, I rarely do eyes like that anymore so I really can't remember all the details. I recommend to search "eye tutorials" here in deviantart and I am sure you will find LOTS of help.

U no that in the trivia bit it says the older raichu was called Hinoko? Is it pronounced Hai-no-koh or am i thinking of something else? Just asking

Yeah, it's pronouned like that.
In Bleach, one of the character has a Zanpakto called Hinoko.
