Actually I'm p sure Akame stomps here.
Even without her sword's ability, she still scales to some Town level stuff in her base form, and even around Mountain level or higher in the manga with her Trump Card on via clashing blows with Esdeath (who previously one-shoted Tatsumi's final form who in turn, in a weaker form, destroyed a City-sized mech that nuked an entire battlefield and left a mountain-sized crater iirc).
Though both would be even in speed via dodging lightning (or scaling to chars who do in Blake's case), and Blake sure has versatility, but AkameΒ is way stronger and, realistically, one blow would be enough to break her aura or it'd just go the same way as Adam vs Yang in Volume 3.
I still think it could be fun to watch animation-wise, but like I said...not really my favorite matchup for each but I wouldn't really oppose to it actually happening.

I mean...those speed feats you mentioned are very obsolete since they have shown better speed feats/scaling, like...Blake comparing to Mercury and Emerald who dodged lightning from Amber (which is around mach 300), and Akame dodging surprise ligthning while fighting Esdeath in base form, so their bullet-timing and faster-than-eye feats are not of much use. (so IMO both should be equal in speed via both lightning-dodging, but Akame should be even faster after boosting herself with the drug and Trump Card on)
As for the verdict in general, like..sure...Blake has much more versatility and her aura, but like I said: Akame's huge strenght advantage would prolly break her Aura in one or two blows, and breaking ice and stone dust would be a piece of cake (specially in Trump Card mode or with the drug consumed, that ice is definetely a joke compared to Esdeath's), smokescreens shouldn't be a great thing for some trained assassin, and some exploding clones wouldn't cause much damage. (Akame took a lightning bolt from the sky by Budo while flying on a beast and being all worned out and still got up with no serious injuries).
And Akame has shown to be a formidable fighter without her Teigu before and she isn't really that overreliant on her sword's ability unless when fighting someone much stronger than her like Esdeath IIRC, but she has killed numerous foes the traditional way like beheading, shredding, etc.
The shadow clones may be kinda problematic but I don't think they'd guarantee a victory for Blake, specially when they cant really be spammed too much cuz aura usage and have not enough attack potency to seriously hurt Akame. This would just be a case of quality over quantity tbh.
