I might be mistaken, but I don't think I am. I thought Ditto turned into a human in the Duplica episode, but apparently this doesn't happen (apparently it attempts to at the demands of Team Rocket, though...) and apparently in one of the many Japanese manga it can turn into a human in a basic way.
I'm gonna go with "it can do it" in this case. I think it can turn into objects too, anyways. I doubt there's much outside its ability!

Oh yeah. That episode where they try turning it into a Dratini. I remember that one. (Only problem with the Ditto they stole was..it retained that same derpy lil face)
