I used Adobe Lightroom, used the Aged Photo filter, and pulled back heavily on the brightness, exposure and black settings.

Thank you. I use it to either provide that cool look and/or to save a blown out or incorrectly colored image that I just don't want to trash.

This one had a slower shutter speed by accident and by using Aged Photo in Lightroom, the slight blur was improved a little. You can still see it, but not as much.
