paint.net is okay.
But test with a less... Sharp, crisp picture! If it's from an animation, it was drawn, so it's got... How to say it.. Defined edges, more defined than stuff from photos.

D: that was part of my practice though, I'd never once used the lasso selection tool (which I did a pretty crappy job initially), paintbrush, wand, and tons of stuff like that. and I chose her to put on the stairway because it felt empty on there :<

Well, then, practice and get good. C:
Lasso tool is really a pain in the butt, on any program. Requires a very, very steady hand...
Actually, the polygon tool is a better choice. It's like the lasso, only lays down points as you go, so it's easier to fix screw-ups.
