"So the Consortium is supposed to answer to the President?" Jennifer asks, moving across the jacuzzi to insure she doesn't miss anything Jack says.
"All that was in the past." Jack informs her; "Originally the High Security Council was just filled with the President's friends and cronies. They didn't do anything except collect their paychecks really. But eventually they were replaced by others who wanted more power, and saw the position as a way to get it. Now SECTOR was given a pretty big budget, which got increased once the Star Wars satellite program got canceled, and a lot of this money was spent studying mutants with superpowers. After all, when you're trying to prepare for some unknown alien threat, there really isn't anything better than super powered criminals to practice on. And once SECTOR's science division started developing power dampening systems, like what was used on your people when they were in prison, that's when SECTOR's Executive Orders were changed to include mutants and superpowered beings. That's also when the President had a lot going on overseas and didn't want bothered with piddly shit, so the High Security Council was given more autonomy in how they oversaw SECTOR. After that, the High Security Council pretty much became untouchable, even to the President."
"And that's when the Consortium stepped in?" Jennifer asks.
"Well, there was a few other groups in between then and the Consortium, but ya, eventually they took over the High Security Council and renamed themselves." Jack says. "Now SECTOR is in charge of investigating, containing, combating, and eliminating any and all superpowered threats to the planet as a whole, and the United States specifically."
"So, what constitutes a 'superpowered threat'?" Jennifer asks.
With a smile; "Whatever I decide." Jack tells her. "SECTOR has a science division that tries to counter technological threats; power armor, robots, cyborgs, any super tech that's used by criminals or terrorists. And of course we have our Magic Division;" he says with a wave towards Tanner; "they respond to anything...odd. And of course we monitor mutants and experiments that have superpowers."
"And aliens." Jennifer adds.
Chuckling; "Ya, and aliens too." Jack agrees; "We also have a handful of psychics, but as you know I don't trust psychics so I keep them isolated unless they're needed."
"Oh Jack, I'm hurt." Jennifer says with a smile.
Ignoring her sarcasm; "All the other government agencies are supposed to turn over anything superpower related to us to investigate, and I decide how best to proceed from there. Anything major, like going into a foreign country, has to be approved by the Consortium. Checks and balances."
"But now the Consortium is pretty much gone." Jennifer reminds him.
"Except for Chol." Jack says somberly.
