Because that's not how costs are ordered. Take a look at any Magic card. That's how they appear on every card.

Not actually, I've got some cards, and none put R,T: but rather TR: , this is the main reason why I've been using it from the start

Not sure where your cards are from, but starting in Revised they started doing the "mana comma tap" thing. Are they from before they started using the tap symbol?

Don't remember, and don't have enough time to look for one of 'em; anyhow, if the new sort have the R,T: then I'll us that from now on.

Not that old, I tried to sell them a short while back, and the total sum of those... 20? cards was around the 35$ and the price list didn't say much either

It is. Two activations of the second ability usually mean you win the game.
