Shelby, along with her brother, Skippy, were born on Kala Island. Their parents are known for their crafting using wood, creating figures and toys to be sold as souvenirs for tourists. They also create toys for their daughter and son. Their children always help them with gathering the newly-made creations for selling.
Even though she was not capable of taking care by herself, her brother was always there to look after her, mostly to protect her. Together, their sibling bond is so strong that they're actually inseparable.
One day, when they became old enough, the two siblings had a discussion about their future jobs. Skippy wanted to have a job that could save anyone's lives, but Shelby thought it will be too risky and instead wanted to continue her family's tradition. This caused them to not be sure what their future job will end up becoming to be.
Meanwhile, while they were taking a walk, something wrong happened on their usual day, someone's hard-working earnings have been stolen! Skippy approached them to ask what happened, and the victim said that a Sneasel has stolen the money bags that they earned through selling. Skippy offered the help to find the thief, but Shelby wasn't sure if they could manage to find them. Due to Skippy being athletic, he managed to find and capture the Sneasel, along with his sister's help.
The Oakwood siblings returned the hard-working earnings back to their original owner, and reported for the thief to be arrested. Their capture was so noticeable, that two Bounty Hunter leaders approached them, and offered a chance to be part of their team. Skippy was very excited for the offer, but Shelby still wasn't sure, even if she contributed to capture the Sneasel. To not feel bad about his sister, he asked her if it's okay to take part of the job, but also work as a figurine-maker and seller during part-time since the team base is basically located in the island where are they born, which made her accept the leader's offer. She also changed her mind to take part in missions, but as a supportive role and try to attempt to make the bad guys having a change of heart in becoming good. The leaders then introduces themselves as Senka and Felix, who are part of Judicial Instncts.
Now, as part of the Bounty Hunter team, Shelby can try to help her team with the location of the bad guys, but also attempt to change their sides to become good.
