Kuroka, later named Kuroka Toujou is a Nekoshou, a rare variant of Nekomata. She is the older sister of Koneko Toujou, making her the firstborn daughter of Fujimai and her male lover. After their parent's deaths, she and her sister was brought into the Naberius Clan, then turned was reincarnated Devil. However, after killing her previous master to protect her sister, Kuroka became an SS-Class Devil, one of the most wanted criminals.

She soon became a member of the Vali Team, who were previously affiliated with the Khaos Brigade, upon joining the Team DxD, she was exonerated from her previous crimes because of her actions. She is also one of Issei's fiancees. After the defeat of the Alliance of Hell, she became Xenovia Quarta's Bishop.

At first, Kuroka shown malice, but it was only her going "with the mood", according to her. Her real personality is playful, simple-minded (just like a cat) and nonchalant (like a cat, once again). She get delight in teasing people with her voluptuous and seductive body.

Alongside Blair and Yoruichi, they formed the "Sexy Kitty" club. While neither are on duty, they perform shows in the Casino Pendragon. Speaking of duty, Kuroka is part of the Occult Research Club, helping Azazel's researches on alchemy and the monatomic powder of gold. The scientist demon is sure that this powder is the key to absolutely everything regarding Atlantis, orichalcum, the Emerald of Lucifer and the Treasures of Atlantis.
