I suspected that part of Inspector Gadgets AI was put into Penny's book. Her book can control objects while Inspector has difficulty commanding any of his own gadgets. Yet somehow the wrong gadgets come out at the right time. This is probably due to Penny trying to maintain communication distance between her book and Gadgets systems abd the AI react instinctively. She knows without it Gadget would fail. Brain also has a component of Gadget. Brain has the Emotions. Brain feels all the time while Inspector seems to be always nonchalant.
