Either in the episode "Slash and Destroy" Raph was upset that his "Childhood" Friend was gone...Mona decided to comfort him.(As best she can) While it was pretty late, Raph decided to plant a kiss on Mona's lips as a thank you...before heading to his room, leaving behind a shocked Lizard.

Or, Mona was tired of Raph not getting the big picture she likes him...then deciding not to flirt with him anymore. Cuz she thinks he really doesn't feel nothing for her. Mona has had alot of boyfriends not to mention, boyfriend troubles. So she decides to ask Donnie for the Retro-mutagen. Raph came into the lab as he sees Mona with the canister in her hands. Mona reveals her feelings for Raph, but also tells him. She knows he does like her back. And the only reason she wanted to stay a lizard was to be with him. Raph was a little taken back. But before she leaves the lab, he grabs her by the arms pulling her closer to him. Giving her a soft sweet passionate kiss.
