Ugh, I can't seem to get rid of these Bucky Barnes feels.I'm imagining here that, after going to the Smithsonian to confirm his identity, the Winter Soldier tracked down every HYDRA Agent and every Handler he ever knew to exact revenge. Of course, Steve eventually catches up with him. You can intepret him saying sorry in a number of ways, but I imagine him feeling incredibly guilty that he didn't rescue him that second time he was captured. And all he wants now is for Bucky to come home so he can try to save him now.
