That's what it looks like to me. Some artist will put x's on it so they don't have to sit and shade the entire area in pencil. Not 100% sure what was intended but that's my guess.

By hand...with a toothbrush and white ink. Splatter in a space scene. Or in Photoshop/Gimp use the "galaxy" brush in multi-colors to create it.
