It's supposed to be Hilda from Pokemon (w/o her hat) and Shizuku Osaka from Love Live! cosplaying as Akiru Shinomiya (also from LL!)

Please check my dA profile page to check if [FAN ART] requests are open ATM. NOT [ANY] request lmao. Please don't give me your OC that you ripped off of somewhere else and just readjusted the colors. Only accepting requests from dA (not FB, tumblr, insta, etc.).
I'd also appreciate if you were actually watching me on dA to request me to draw something.
I kind of find it a little odd/rude to ask someone to draw something for you for free when you don't even watch them LOL.
