Done in Photoshop. I used a picture of a fennec fox for reference
I guess it's standing on a counter top or something. If that's the case, it's probably watching water come out of the sink tap, y'know, like cats do. Skitty is my second favorite Pokemon, hehe. This took about an hour to finish ;D
