Excellent work
Shading - Pretty consistent, good colours. However, the colour difference in the roofing implies enough light to cause shadows... and the people & lamp posts don't have any, so that's a bit of a miss.
People - Very nicely done - the person in the tower in green/yellow has been positioned in such a way it looks like (s)he is walking on the hand rail though - not sure if that was your intention.
Scale - Pretty good - looks consistent, which is the key
Detail - really nice use of detail, and also good to see you didn't overcrowd it. The scroll work above the doorway is a nice touch, and the clocks.
Texture - very nice, though the ground seems to need a touch more variation - looks a little too repetitive.
Special mention for the stairs and the way you've worked them - they look great. Well done

No problem. Feedback is one of the best ways to learn - especially with Pixelart. We spend hours looking at something, and convince ourselves that it's how it should be (then, someone else looks and says 'why does that person look like they're floating? why doesn't that line join up... etc).
Keep at it though - your skill is higher than mine, so I'm going to be referencing your stuff when I'm looking for new techniques...
