both, like you said, they're not different. human sexuality is a very sensitive area and the governments knows it. so it uses it to divide, exploit and draw attention for more important matters, like their incompetence, their flagrant, constant and arrogant ignoring of human rights, corruption, blackmail, coercion, influence traffic, economic slavery, control behavior manipulation etc.
