Maybe it's peacetime in an alternate Ylisse, because this fat Sully really let herself go. You can assume this peaceful Ylisse has literally no worries on their hands, like Risen or ruffians. Of course, even with a fat form, this Sully is ever serious enough to don her armor (to an extent) from time to time.
