Do you know off hand what breed/ cross this horse is?

No idea, sorry. I have asked several more horse-savvy friends who think there might be some Gypsy Vanner there... the photo was taken on the Brecon Beacons so some kind of Welsh Pony blood may also be likely. It's probably just a total cross.
