The mayor of Objecto City, Tophat, is seen as an influence to everyone around him and makes strong decisions that benefit the future.

Except that is all on paper; realistically he's shy, falls into pressure a lot, is known to take months just to make ONE decision, and usually has his secretary review some of the bills he makes.

Still, there's no denying that he's friendly and continues to be the city's mayor because of it (that and he's the only one with a puffy, white mustache).
