She was sealed away by Poseidon sometime in the 80s while nearing the end of a reincarnation. She has been stuck in the seal as a teenager and unable to start a new incarnation (nobody to take care of her as a child) until Poseidon died recently. Somewhat loopy mentally as a result, she is at least not insane the same as some of the other unreincarnated Gods and Demons of the setting. Unlike them, she's just a little reckless and clingy.
She will probably reincarnate within the next 30 to 50 years after things have calmed down.

One of the gags is that she has no idea what anyone is talking about when they try to broach that subject with her.

hee hee....she generally summons the tentacles out of the surrounding environment and usually only after she's decided something is "not funny".
But yeah, she was created to serve as a karmic justice for one of the setting's main characters, a blonde-sexual demi-God ascended to full Immortal Demon(still half-God). Said character is starting to think about actually trying to start a relationship before Lusca has to reincarnate to clear 2000 some years of mental stress
