Intro & Vision:
While my knowledge on photography is limited. I decided to give this a fair critique because 1; I wanted to bring up many points and 2;.. Okay, frankly I love irony sometimes when it comes to art/photography and this is why the vision is at a 5 out of 5. Despite the title, It was purposeful to show a blurred format, not the mention that the rain, which I believe is on a window pane rather than the camera lens?, presented a wonderful reasoning for the aforementioned view. And I really love the mystery, although upon further inspection, by my approach of course. I believe you were at a high point among a city? It's a guess of course but the blurry view makes my mind wonder so I couldn't help but come up with such a guess.
Originality:
While it may be common to come across many like these, respectibly I must say you're one of few whom I watch when it comes to photography and other forms of art. While I gave it a hopefully fair rating, it was due to my awareness of this kind of photo, but because of what it is, it doesn't lessen my appeal as much. Still, bravo!
Technique:
Like I said before, My knowledge in photography is limited. But I try my best to understand the approach done in the moment of taking the picture. I can't help but feel that you tried finding that right angle, same can be said for the distance and height of your shot. I'm unaware of the camera that was used but I suppose it's Med-High quality. The reason for that is because the droplets resting on the opposite side of the pane are clear enough, you even catch glimpses of stains among the window, something a below avg. camera wouldn't capture, but this is just assumption so I apologize if I got it wrong. Still, Your approach to this is grand!
Impact and closing thoughts: I've said before that this kind of photo is one that appeals to me, but it isn't the absolute reason for my rating. I always hope that an artist really has fun with what they do, So as I see this, trying to think what you've done. It's rather enjoyable for me to think upon. And seeing how close we can see one thing but lose focus on another, surely causes me to wonder what I'm missing behind what's in front of my view. I noticed you've been wanting to improve and trust me, you already are. Just take your time and have fun with it. It's the best part of it all!
