What a lovely design!! The variations in the lines create a really nice effect between the general outlines and the fine details--and it all looks very smooth and well-executed. The details in her hairpiece are certainly my favorite.
Proportionally, everything seems to be good in her face and all that. Having the fan kind of float in front of her face makes me wonder if her hand shouldn't be holding onto it? Drawing hands is one of the hardest things for me do, but I recommend looking at stock images or even your hand for a reference! That way she's tied to the object, since they're both a part of the same story.
I would love to see this in color!! I don't know if you color your own lineart, or collaborate with other artists, but I think with all those beautiful details, this piece is just begging for some bright colors to make everything really stand out.

Currently, I don't color my lineart because I'm very bad with traditional media. I'm hoping to learn digital coloring soon.

You should definitely try coloring digitally! I bet that would come easier to you with all the great lineart you've got. And I did see the colored one, it was lovely (and further proof that you should give it a try
