EDIT (09/13/14): Some have questioned this and have accused her of being drunk. I want to clear up this piece of art, since it was drawn without her being in drunk in mind. She is just tired/sleepy from campaigning about her family Apple Cider. MLP promotes Apple Cider as a non-alcoholic beverage that the ponies drink and don't get drunk off of it. And the "apple cider is on the house" phrase isn't meant to mean she's giving away free booze either, just free non-alcoholic apple cider.

Applejack is telling everypony that the apple cider is on the house and they'll be apple cider for everypony if elected. Although she is really tired standing behind the podium after spending all night preparing barrels of her homemade apple cider to hand out to everypony wanting a mug to drink.
