Here is a meme based on a premature return hope of mine.
In my headcanon that I hoped the writers would one make day a reality, especially with all the fan art and fanfictions this pairing got, along with the fact that Penelope grew attached to Pepe enough to be an item with him (before they claimed him a rapist).
I wanted to believe that in the Toon world, after the original show ended and the toons went to live their own lives, Fifi noticed that Furrball did garner many fans even though the writers didn't want him to, and also, he noticed that Buster and the gang excluded him from their group just because he didn't follow the qualifications, didn't have a home or family, was just viewed as a victim of Elmyra's or a feeling-less stray (despite how he went to school as a kid who walks on two legs) or just were too indifferent to care about him. Rather than choosing to remain as indifferent as her friend group, she decided to make him feel like he was special, especially when she's one of the popular toons of the show, canon and Internet-wise.
After spending so much time with her, Furrball has developed a special bond with her, though still has a hard time being used to her skunk odor, but all the same time, like Penelope, he begins to feel smitten with her just like he was the very first night he had a stripe painted down his back, thinking she was a female cat at first before realizing her true species and avoiding her repeatedly until seeing her despair over losing the "skunk boy" she was chasing. That time had made him feel sorry for her so he painted the two bully alley cats, Amby and Floyd, to look like skunks for Fifi to lovingly chase. Looking back on that, he couldn't help but admire two of his enemies being chased by the skunk girl whom chased him, whom he secretly thought was still pretty, despite her smell.
And still he held onto that feeling that even though Fifi thought of him as a male skunk with that stripe, he loved how a girl like her actually treated him like someone that matters and not like an ugly, unwanted creature. A bonus was that she had a home for him to live in to keep him out of the cold, but the problem was trying to get used to her smell. Penelope got used to Pepe's eventually, so it couldn't be that hard, could it? Not to mention, Fifi would be a great bodyguard for him against dogs, Sweetie, Amby and Floyd.
Another problem though was the worry that Fifi wouldn't be into him as he doesn't have the typical cliche 'dreamboat-guy' qualities.
This is all part of my headcanon which I'm sure the writers will come to crush in the reboot/sequel.
