Sorry, not an app. This is the art style that I use when I make art in vector format. There's no shading or anything because those things are really hard to do in the program I use (and I'm not good at it anyways). The reason all of my art looks so similar is because I modify the same base model every time I make art. The cool thing is even though every I draw is super simplified, I could animate each character if I found the time/inspiration.
