It's been a long while when I last had a Skarmory in my party. And I must say the amount of detail and the swipe effect for it's signature move are quite eye catching to see if I do say so myself.

I was lucky to play the version of the game where the birb was catchable...
...Unfortunately it was a late game experience, and I had an established & hi leveled team already.
Not to mention Skarmory kinda sucks in-game gameplay wise, being a defensive type, with one of the better moves being available to it after breeding (as of gen 2).
...Thus, as much as I like the pokemon, I never have used it in-game.
Actually, I wanted to portrait the move better, and more dynamic (not as wave-hand as seen here), but I find the pokemon difficult to put into creative and nice looking poses, especially with its illogical wing anatomy. And frankly, I do like working with the pokemon, solely because of all the difficulties it causes.
I ended with a simple, and uninspiring if you ask me, slighty enlargered for the oomph effect, wing swipe. Hey, the birb has wings of steel, so getting a hit with those will hurt, regardless of any fancy effect, ya?
At least I recompensated the bland move portrayal with more in-depth body surface polish.

If you're referring to Slver/Crystal then yes you do come across the Pokemon quite late after reaching Blackthorn City.
I'v only used a Skarmory in-game once when I played Emerald, the Pokemon did help me out when it needed though. I know what you mean that it's strongest flying move at the time was Drill Peck, which Skarmory could only learn through breeding and not through level up.
I do admire that in Skarmory's Pokedex Entry in Emerald, it's wings could be carved and salvaged into swords.

Yup, the gen it was introduced in.
In 3 gen Skar was also a bit too late to my taste, and my team was established as well. Got very nostalgic when I saw it in the grass, tho. The Hoenn pokes looked so putrid to me, that I had a separate box just for 2gen.

I would say it glides. The wings looks quite inefficent aerodynamically.
Or... maybe it's full of Helium?

I think some Pokedex entries say that its wings are hollow, and that's how it flies.

The surface the wings makes, or rather the lack of it, is not efficent to maintain the flight, speaking in real life physics.
