Dagon is not visible in the picture, he's hanging out inside the Psi-amp. If you haven't seen it yet there's a piece in my gallery called "Deepest Lords". That's where you can find my version of him.
I don't know specifically which one you thought was Dagon but here's what each of the closer entities are.
The huge white creature above my signature is a Ningen.
The serpentine creatures on the top right are Martin's Beach Horrors.
The sperm whale deep one on the top left is Coinchenn.
Everything else is just a fishy doodle!

i love the fringehead mouth on that deep one, looks like it is mad from the psionic amplifier.
i wonder... if a star spawn psychic tech brainwashes any victim, are the victims still aware of what is going on?, i bet not even amounts of willpower will help you break from these effects.

They still have (mostly) free will and stuff, the psi-amp just hooks them into the Star Spawn dreamspace. Getting regular visions of the vast power and irrepressible freedom of the Starspawn has inspired their worship, even if it is out of context. It also has an addictive effect as it stimulates the brain in a lot of novel ways.
It's also worth noting that it isn't intentional. The psi-amps where never meant to used like this but when they sank the water diffused their signal. It's basically psionic pollution.

Nice, this looks a lot like how H.P. described hybrid citizens of innsmouth. Euclidean geometry and all with the location makes sense, very well-done work!
I never really liked star spawn psionics myself.
