Well for one, Skystorm is a Nervous, Paranoid wreck. Sure, he's as fast, as strong and as well-armed as any other seekers, but he doesn't have much in the way of bravery. Skystorm's talents are put to much better use shooting from long distances and far away from any Autobots.
