I think the jaw should be a bit thinner, especially the bottom jaw. And the tooth should angle inwards, not outwards. But if that's the design of the character, totally fine. I also think that the nose should be further from the end of the snout, and the snout horn should be more curved. The shading is great, but I think in some places it's a bit too dark. I think the brow should be shorter and the snout scales should continue up the face instead of ending right before the eyes. I also think the transition from neck to jaw could be a bit smoother. But again, if it's just the character design, don't change it because of me. It's all good.
The background should probably have more perspective, and the snow on the mountains should be a bit more blended. I think the river should have less strikingly-blue water and have more streams branching off of it. The darker trees shouldn't end where they do on the left edge, they should look like they continue going on. I think the sky should be more pale than it is. Also, I think the trees should continue up the side of the mountains more.
