I experimented with layers and light effects on this picture. I made the background on one layer and the light effects on another. Plus I added blur and dodge tools on the coloring itself. It may not be too seen but what do you think guys?

Hmm..
I somewhat see the dodge tool, but it seems it's used a bit too much. Dodge abuse kills.
I use the dodge tool, but for hair and eyes only, since I think that's the only thing it looks nice on. xD

I'll give you a kind of crash course tutorial (on hair since I'm lame)...
(sorry for no capitalization)

make a layer over the lineart and put in the base hair colour. then, make a new layer and add in the shading. Then blur it or do whatever to it.
do some highlights if needed. I use the dodge tool since i'm lazy.
then, merge the layers and you has hair! : D

I wonder, are you planning on pursuing graphic design as a career? =\ because if so, this could be much better. What version of photoshop do you have? (Dont worry, I had a period of time where I couldn't do what many of the people I worshiped could do. But look at me now! )

nope, I already graduated a finance course and I'm totally on the business career. I just like to learn about photoshop and anything it has to offer since I do worship a lot of people here on DA. Plus I wanted to make a good masterpiece for my partners who has accepted drawing for meI started coloring with paint, then just the simple photoshop with gradient backgrounds.

My version is adobe photoshop 7.0

well yes I colored the pic with no background on one layer, I added a clouds filter as the main design on another layer with 63% opacity, and made one last layer doing the rain effects thing. I wanted to make it look like a soothing background with a "heaven" like look.

oh I tried adding the background on a new layer. I added the white pixels to make the design look good since I was told that I always just color on the actual picture Do you like it?
