My brain wanted to know what was happening in this picture so I came up with Tim was captured by they joker and thrown out of a plane with some joke about Robins having to fly out of the nest eventually and he tied Tim up with balloons to help him "float" before he pushed him out because he thought that was even funnier. Don't worry, Kon will come save him soon, and then the balloon jokes will never end. He doesn't have his utility belt on because it wouldn't make sense with him being tied up to leave him with an easy escape.
