Sorry for quite late response, but anyway. Vector pics are graphics where all lines are 'described' as vectors - angle, width and such. This feature makes it almost loseless when resizing. Hina on this picture was taken from 720p shot, and yet my picture is few tausend pixels tall yet there are no pixels visible.
Anime characters are good for vectoring, because most of shots are very clean and vectoring requies tracing every line so basically when the lines are not clear it makes very hard to do.
Sounds hard at first, but actually it's just time consuming
