F18's have a twin tail, slightly angled. This only has one. And is strange that it has that one intake in front of the wing on the left side of the picture but not the right. Also those forward stabilizers are interesting, perhaps there to balance the addition of that intake and the probe on the other side. I thought it was a modified F16 for meteorological or surveilance tasks but it's not an F16 either. Definitely a mystery to me

The "front stabilizers" are usually called "canards". The term goes back to what the French thought about the configuration that the Wright brothers and a few others used. They are there for control, not to carry weight.
